The government wants local education authorities to draw up travel plans so that children can safely walk, cycle or catch the bus to school.
Primary schools will be able to apply for grants of up to £5,000 to improve facilities like bike sheds - or to lay on road safety training. Secondary schools can get up to £10,000.
Other suggestions have included asking schools to stagger their hours - or providing special school buses to take children to school safely.
