AIM
The Government promises to place more power at local level and give people a bigger say in local services.
It also promises greater flexibility in local government.
MAIN PROVISIONS
Strengthen council leaders by establishing new leadership and decision-making arrangements
Give councillors new powers to respond to local concerns
Fully devolve by-laws to local authorities and greater powers for fixed penalty notices
Cut red tape
Give new powers to overview and scrutiny committees
Create a single inspectorate for local government
Give an opportunity for shire counties to seek unitary status
Devolve the power to set up parish councils to local government, including in London
