A development of 4,500 houses in Swindon looks to go ahead after the Deputy Prime Minister decided not to intervene in the planning process.
Campaigners have opposed the Front Garden project on 764 acres of land alongside the M4 in Wiltshire.
The planning process will now be left in the hands of Swindon Borough Council, which supports the plan.
North Wilts MP James Gray had asked John Prescott to intervene due to fears over increased traffic levels.
The scheme also includes four schools and several shops.
