A beach party organised by DJ Norman Cook - aka Fatboy Slim - on New Year's Day has been approved by another Brighton & Hove City Council committee.
Landlord's consent came from the policy and resources team on Thursday, a week after the licensing committee approved a licence for the Madeira Drive event.
But the council said Big Beach Boutique 3 still needed approval from the fire service and health and safety officers.
All 20,000 tickets for the gig were sold in five hours on 2 November.
'Fantastic event'
On Friday, the council said that final details of evacuation arrangements and emergency service access still had to satisfy health and safety inspectors.
Council leader Simon Burgess said: "Final details are still being discussed, but I am confident we can look forward to a fantastic event and a great way to celebrate the New Year."
A beach party held in Brighton by the DJ in July 2002 ended in chaos when 250,000 people turned up.
