Bin bag fines tackle gull menace

Seagulls peck open bin bags and scatter rubbish around

Residents in Eastbourne could face fines for leaving rubbish out in bags because officials fear it attracts seagulls.
The council wants to stop birds spreading rubbish and has appealed to people to put bags in wheelie bins.
Officers will investigate any waste found, Eastbourne Borough Council said.
Spokesman David Elkin said: "We are not prepared to tolerate this nature of anti-social crime." He said people would be fined £75 for each offence.
