Government permission has been granted for a giant wind turbine on the Mendip hills, despite local opposition.
Planning inspector David Lavender's decision follows a three-day public inquiry last month.
In his letter, he said the need to meet renewable energy targets outweighed the visual intrusion of the 102m-high structure on the landscape.
But Mendip district councillor Bill MacKay said: "I consider that this is a very disappointing outcome."
Mr Lavender's letter highlighted a shortfall in Somerset's target for wind energy generation.
Mr Mackay said: "Though I am fully committed to renewable energy in all its forms, this turbine proposal is, as I told the inspector, too large and in the wrong place.
