A recruitment freeze has been introduced at Shropshire's two main acute hospitals as a way of balancing the books.
Tom Taylor, the new chief executive of the Shrewsbury and Telford Hospital NHS Trust, has made the decision to deal with a deficit of more than £10m.
He has told divisional managers they must make a case for replacing any post each time there is a vacancy.
He said it covers all jobs including cleaners, cooks, nurses and doctors.
"At the moment we are a vacancy-free zone," he said.
