Waiting lists for operations in Lincolnshire are down to six months or less - according to hospital managers.
Last year more than 400 people waited longer than six months.
But recent figures have shown the United Lincolnshire Hospitals NHS Trust carried out non-emergency surgery, within half a year on 8,500 patients.
Lincoln County Hospital director Peter Howie, said it was a great achievement given the recent difficulties faced by Lincolnshire's health service.
"We have to work within our limited resources and we have to maintain a national target and expectations at the same time," he said.
