Lincoln City Council says the recent conviction of two vandals underlines its tough stance on graffiti.
The teenagers were arrested for vandalising the Arboretum Park.
They received fines of £130 and community service orders of 120 hours each.
The council's contracts and partnerships manager, Steve Bird, said: "In the last few years the council has raised the stakes in defending public open spaces.
"We are not prepared to accept abuse of these important community sites and we will do all we can to protect them.
