The tower in Portsmouth remains unfinished

Council taxpayers in Portsmouth have received more bad news as the cost of the crisis-hit Spinnaker tower spirals beyond the £10m mark.
The ambitious landmark intended to open as part of the South coast's millennium celebrations has also been delayed for at least a further three months.
The city council has been heavily criticised over the fiasco, which was not intended to cost residents a penny.
The cost of the project has risen by £2m, and is due to finish in November.
The delay and cost overrun is exactly what was warned of in a highly-critical district auditor's report last month.

It blamed Portsmouth City Council for entering a contract with the developers which left them liable for extra costs and unable to enforce an end date for the building work.
It said the council had handed developers, Mowlem, a "blank cheque".
Former council leader Leo Madden resigned ahead of the report, and the council's top legal advisor has been suspended on full pay.
