Drug dealers in Cheltenham have been using children as young as four to act as couriers, it has been revealed.
Officers from the divisional drugs unit made the discovery during surveillance operations in the town.
In one case, they saw the four-year-old daughter of a known dealer carrying a heroin wrap out of their house and dropping it for a user.
Sergeant John Roberts said: "It's despicable, but dealers will stoop to any level to avoid detection."
He believes a tougher approach on street dealing has prompted the use of children as couriers.
Their parents, he says, know they are at risk of being stopped and searched.
