Two minor injuries units (MIUs) in Devon are being closed temporarily.
The trust running the units at South Molton and Great Torrington said they were chosen because they are the least used, averaging eight patients a week.
North Devon Primary Care Trust (PCT) said the closures will take effect on Monday. It was unable to say when the MIUs will reopen.
The closures have caused concern in both towns, but the PCT said it needed to save money.
But the Mayor of Torrington is questioning whether the changes will actually achieve financial savings.
Councillor Richard Rumbold said the closure of the two units would simply increase pressure on ambulances, other minor injury units and North Devon District Hospital.
