Nine new police community support officers start their duties in Plymouth on Monday.
It is hoped the new officers will provide public reassurance and reduce the fear of crime.
They will be able to issue fines for minor offences and tackle anti-social behaviour. They will also be able to detain people for up 30 minutes.
Devon and Cornwall Police said they would be a regular sight in the north and east of the city.
Chief Superintendent Morris Watts, the city's head of police, said the officers were a welcome addition to neighbourhood policing.
