Devon County Council has agreed a 3.5% increase in council tax, the lowest rise for eight years.
The budget, which went before the full council on Wednesday, includes an extra £20m for schools and £4.75m on affordable and supportive housing.
The start of the meeting was delayed after an outburst from the public gallery by pensioner Albert Venison.
Speaking for the Devon Pensioners Action Forum, he called for no increase this year.
The group says a rise of 3.5% is still twice the rate of inflation.
