Councillors in Torbay are meeting to discuss how much power the elected mayor will have.
The resort voted in July to become the first in the South West to be led by a US-style directly-elected mayor.
The council has had to rewrite its constitution to make sure the mayor has a role in making key decisions affecting Torbay.
Torbay council now has to decide how to incorporate the new role in its decision making.
The mayor is likely to be responsible for promoting significant policy changes as well as the budget which the rest of the council will scrutinise.
As many as 20 people are expected to compete for the post and candidates have until 23 September to put themselves forward.
