Police have written to the parents of about 200 teenagers in the Plymstock area of Plymouth after residents' complaints about large gangs of youths.
Marion James, who runs an organic cafe in Elburton, has started a petition which she intends to send to Home Secretary David Blunkett.
She says children as young as 13 are gathering on the streets up to 11pm and she wants a curfew.
She said residents were feeling intimidated by the gangs.
She said: "The feeling in the village is that something has to be done and done soon because they are out of control.
"I have had a drunk 15 year old outside the cafe. There needs to be some sort of curfew."
