Thousands of pounds worth of work on Bideford's quayside defences is being undermined by the River Torridge.
But officials say that the new £5m structure is sound and already offering Bideford protection from flooding.
The salt water in the River Torridge has reacted badly with the mortar that is supposed to bind the outer cladding of the new quay at Bideford.
And for the next two months workmen will have to take down the masonry and replace it.
Surface damage
It is the second time that the river has proved too much for this kind of work.
Three years ago the cladding along the new Appledore Quay also fell off, and had to be replaced.
