A ban on bonfires being held on beaches in Newquay could be in place by the end of April.
Restormel Council wants to introduce a by-law to put an end to noise and anti-social behaviour on the town's beaches during the summer.
Over the past few years there have been many complaints about late-night beach parties, particularly at Towan Beach.
Lord and Lady Long, the owners of an island near the beach, said bad behaviour made them fear for their safety.
A public consultation found there was overwhelming support for a by-law banning bonfires.
Restormel Council's cabinet will discuss the matter on Monday.
