A survey has shown people living in some west Cornwall villages have little chance of being able to rent or buy a house.
Penwith District Council sent questionnaires to every property in Paul and Mousehole, where the average house price is £173,000.
The survey shows the main problem is the lack of one and two-bedroom properties and housing for the over 60s.
Low wages in the area mean many people are finding it impossible to meet high mortgage or rent demands.
The council says it is going to use the findings to try to determine what an affordable house price can be set at.
It is also going to consider granting exceptional planning permission for housing in rural areas.
