Policy opponents say the ban leads to fly-tipping
A controversial "van ban" at Northamptonshire's rubbish tips may be relaxed.

County councillors decided last year that van drivers should only be able to visit recycling centres on one morning and one afternoon each week, in order to ensure that the tips serve the public ahead of businesses.

Some district councils say fly-tipping has increased as a result.

The committee has recommended that an extra afternoon be added to the timetable.

Ben Smith, of the county's scrutiny committee, said more concessions might be necessary.

He said: "In my view that is simply not enough, but we are going to review this after six months and we are going to hope that things will improve.

"It's also difficult because fly-tipping can be seasonal - obviously with the summer ahead of us, if we review it in six months time a lot of green waste may have unfortunately been fly-tipped.

"We've got to find the right solution; it's incredibly important that we encourage people to recycle."
