South Yorkshire had the worst recycling rate at 4%

The area recycles 7% of rubbish compared to 16% in the south east.

Yet the amount of household waste is rising by 3% a year.

The strategy is being drawn-up by the Yorkshire and Humber Assembly, which comprises all 22 local authorities.

"It's not that people in the region are lazy when it comes to recycling," said the assembly's environmental policy manager Sian Ferguson.

"But there hasn't been the pressure on landfill like there is in the south east."

South Yorkshire was the worst, recycling 4% of its household waste, followed by West Yorkshire (8%), Humber (9%) and North Yorkshire (10%).

The assembly is putting together a framework to support local authorities to identify sources of recyclable waste and how to manage it.

This will include kerbside bins for households to recycle plastic, glass and paper.

Composting is also being encouraged.
