A report from the Commission for Health Improvement (CHI) published on Friday, said the trust had failed to involve patients in working out their own personal care plans.

It also said not enough progress had been made in new ways of treating people suffering from mental illness.

After the publication of the report, CHI chief executive Peter Homa said he had concerns about the trust.

'Good practice'

"Norfolk Mental Health Care NHS Trust appears to have improved over the past two years and we found some good practice, including the comprehensive pharmacy website," he said.

"However, it is still facing a huge agenda of organisational and modernisation changes.

"Essential improvements include the greater involvement of service users and their carers and providing better support to staff, especially during the changes.

'Made progress'

"This includes improving communication between staff and management."

Pat Holman, chief executive of the trust, said: "We are very pleased that the report recognises that the trust has been going through substantial change and supports the direction we are taking.

"We have made progress over the last two years and look forward to actively engaging with staff and service users in bringing about the necessary changes to further improve the quality of mental health services."
