It has been claimed the development at Meadow Road, just off the M621 in the city centre, could create up to 4,000 jobs.

The £133m City One project will comprise a hotel, casino, office suites, serviced apartments, restaurants and shops.

The 6.5 acre site is owned by Yorkshire entrepreneur Jan Fletcher.

She said: "Leeds has experienced tremendous growth in recent years and established itself as a leading UK commercial centre that is both stylish and contemporary.

"City One is my vision of a prestigious development worthy of being at the entrance of this vibrant city."

Ms Fletcher has not yet decided whether to fund City One from loans or with investment through a joint venture.

But a hotel chain has expressed interest.

Relocation

Lyndsay Burns, director of NAI Gooch Webster, letting agent for the site, said: "A five-star hotel group is already in discussion over the site.

"There is considerable interest from financial institutions and corporates looking to relocate."

The planning application was submitted to Leeds City Council on Monday.
